The Australian selection chief the selector has declared that skipper Cummins will have a crucial role in this winter's England-Australia contest.
Rumors had circulated that the 32-year-old might be unavailable due to a persistent back stress problem that had not yet healed.
Initial reports from team management suggested no definitive call had been made regarding his involvement, with the Test matches kicking off on November 21 in Perth.
Bailey expressed that his recovery is on track and felt positive about the likelihood of taking part.
"We know that time is getting short and multiple considerations involved, not just the back issue, but other factors as well," the selector added.
"The outlook is good. [We are] really confident that he's going to play a significant role. Hopefully it's the first Test. Otherwise, we'll reassess."
Previous Setbacks
He was sidelined the ODI and T20 games against both Asian and Trans-Tasman rivals last month after scans revealed a lower back issue.
Previous incidents include of recurring issues, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of several home seasons in four years.
He emphasized he would be proactive in his approach in his comeback strategy to make the squad for the series.
He mentioned that it was unclear if he had started his bowling workouts as part of his comeback but acknowledged it was "getting tight" for him to regain fitness for the opener.
Alternative Arrangements
Should Cummins not be fit, former captain Steve Smith will assume leadership.
Versatile player Green was withdrawn recently from the national team for their limited-overs matches against the subcontinent side as a preventive step because of an abdominal issue.
The selector characterized it as a "slight concern and mentioned that Green will play in the Sheffield Shield, so will be "well-prepared to resume bowling."
"Extensive planning has gone into developing the strategy for him to participate for the initial game as an batting and bowling option," the selector detailed.
"His involvement was limited to the first two ODIs in any case. The way he swings the cricket bat in white-ball cricket, should it hinder progress for 24 more hours, we opted to take a cautious route."
